Synopsis

With the Going Merry declared beyond repair, Luffy and Usopp's feelings collide head-on over what to do with the ship. Do they let go of a vessel that was both comrade and partner, or ride it to the very end? Their irreconcilable convictions finally erupt into a heartbreaking one-on-one duel. Luffy makes a cold-hearted decision as captain, and Usopp cannot accept it. A rift tears through the Straw Hat crew, tangled up with the chaos and conspiracies of Water Seven, the City of Water. Luffy decides to give up the Merry, but Usopp — deeply attached to the ship — fiercely objects, and the two come to blows in the city before any replacement arrives. Outmatched in raw strength, Usopp fights well with rigged traps and quick wits, yet Luffy, holding back but standing firm as captain, wins. Defeated, Usopp declares he is leaving the crew of his own accord, opening a deep rift among the Straw Hats. Meanwhile Robin vanishes, and the shadows of the city-controlling Galley-La Company and the mysterious CP9 begin to close in. A parting of friends and a vast conspiracy start moving at once — a grim, riveting turn of events.
